no, it's not just like "leaving" i guess. to cut a party its more of a "cool" way of saying it. the implication is he's too cool for the party, and cuts just as it's kicking off.

 

some of the lyrics, notably, are british sounding or reference british party culture (mr brightside, etc.) and i think it may be a more british phrase.
