I do believe that the first draft or two included Taxi, but Charli herself confirmed that the songs performed at Exchange weren't for the album (other than maybe No Angel). So realistically from February 2017 the song was scrapped.

 

And then the album changed direction again with Boys being released and her being given material from writers by her label.

If the Taxi helicopter was on the XCX World cover, and she described the exchange gig as a way to put demo's out into the world that won't be released, does that mean the OG XCX World was already scrapped by Oct. 2016??

there are 3 versions that we know about: the demo which was leaked and doesnt have the post chorus "taxi for one" and its sounds unfinished; the exchange version, and the possible final version which is the Pop 2 2018 live version with a few improvements Sophie did since the song almost got released as a monthly single.
