I don't think the album title was ever considered to be Arcadia. I just think insiders had info confused and mistook single info for album info at some point.

If we can believe the "insiders", she's been coming back to YTH and FC for every album ever since UV - so I think it's not an old idea but something that she just has not finished yet.

I see your point - especially after the lackluster stuff on CoCc -  but maybe she's just at a place where she is comfortable with revisiting older ideas and giving them a finishing touch. If BOZ is correct she had plenty of new tracks - which she scrapped.

BOZ said that delays are due to vinyl production, and that he likes the Target alternate cover

 

If she's already shot alternate cover(s) (and presumably the main one) and vinyls are in production then an announcement should be coming soon hopefully. I think like late November release
