He is, he was actually at Lana's Hollywood Bowl show in 2019 if I remember right. There's not a lot that we know about the truth behind the story of Drive By and other information Lana's shared throughout the years about K

another reason why I agree with @longtimeman, I don't believe K is one person but a character inspired by more than one person
