I’m just thinking... if... If Neil and Lana had a photoshoot sometime the past two weeks... will that really be enough time to create an album cover art? Taking photos one week, editing them the next and adding fonts and crop them?

If they’re that recent and intended for the album, we can set our sights on a May/June release at the earliest — unless this album is truly going digital with physicals (vinyl, mainly) following later. 
 

But there’s always the possibility that the photoshoot was for something else or that they’re just teasing a long awaited project finally being released?

Neil saying "see you" means he will release something, not that he will physically see the person. He did the same for Weyes Blood.

Not yet. NFR was at 12pm EST, but Chemtrails was a bit later in the day. It could really be any time.

No she didn’t specify, but I’d say since they are doing a planned announcement it could be anytime around or after 5pm UK time.
