Ok I think Henry might be about Evan Winiker for some reasons:
1. Evan has a dog named Henry, very important for him that he has a foundation named after his dog. So Henry might be a code name for Evan that she uses in this song. 
2. Another title hinted by Pantene was 🍯, Evan also has a dog named Honey
3.Lana follows Evan’s mom on instagram “I'll still be nice to your mom”
4.The song has a positive undertone in a way that it’s tongue in a cheek. We know Lana and Evan had a a good relationship from one of her instagram comments and she still follows him
5.His instagram photos are almost always with a cowboy hat. So maybe “Hang his hat up on the wall” is about him 
6.There was a confusing time for us that she was seen with Jack and Evan back and forth amidst engagement news so maybe “all this on and off” line is about that
