Making a Lana inspired short film for an art class project, ideas?

Hey, i am totally at a loss for inspiration so you guys wanna give me some ideas? I wanna make something inspired by the Ultraviolence era and the backing track for it will probably be an instrumental of one of the songs on that album. This is due in 3 weeks (lol) but i'll get it done. I just need some ideas for the direction I wanna take this in.

I dont have too many ideas right now, just some general ones for outfits ill be wearing, places to shoot scenes at (e.g. Bondi beach- I'm in Sydney Australia, so)

My idea with this isn't to have a story, but to create a mood with the film that's really sad and stuff, i might add in a small story if i can be bothered really. I just don't know where to start. I'm going out on Tuesday to film footage in the city (bondi beach area), so i'll be getting to work soon, I really need to figure out what programs i should be downloading (i have a mac) to work on this, too. So like, good movie making programs, and how do i get all the interesting filters and effects and stuff too? I am such a noob at this oh my god.
