Labels and publishers are different.
Polydor and Interscope are her labels.
Sony is her publisher as she is signed to them as a songwriter.
Whenever she works with someone (such as Emile, Dan Heath, Benny Blanco...) who are signed to other publishers, they also get a share on the song made. Emile and Benny are both under Universal, therefore Universal gets the song's ownership this time around. They publish the song. So they have a say in what goes on.
Is there a particular reason why the single is being held back ?

Why do you all think YAIL is taking so long to be released if Lana's ready, the song is done and the music video has been shot ? What is Universals waiting for ?

He said that they only moved the date to the following week, so it's no big deal. However he also said she was very upset about it and got into arguments with the label guys, which doesn't sound really promising.

I dont think she would ever risk her career by doing a political album. I'm happy she's more outspoken now during this important timebut has she ever sang about anything but love on any of her albums/unreleased ?

In all honesty even tho i got bored of the track pretty soon it was the most radio-friendly song on the album and so the best to serve as a lead single. Not saying it had many chances of becoming a hit, but with the good video and a new trippy/upbeat soung it sure drew some attention
