I'm trying to figure this out...is there an Easyfun remix of 1999 that includes every verse? I keep seeing that it's everyone's favorite but I don't want to lose out on an entire verse.

I would replace 1999 with the Easyfun remix if it had Charli's first verse in it.

I don't think there's a need to reorder it, it has a really decent flow to it already.

None of those songs have any business being on Choli. There's no way they actually fit in with all the other tracks. Maybe if most of the album sounded like 1999 or BIOYL, but it doesn't.
