Sorry, I don't know how to quote - I'm not sure what site or software you used, but usually there's a "Time Unknown" button to click that just leaves out the rising sign (ascendant) and the houses and gives you just a general reading of the planets, as most of them, apart from the Moon (and the Sun in cases like Lana's birthday where the Sun moves out of Gemini into Cancer), don't really move too much throughout the course of a day. They say that a chart is 1/3 Signs, 1/3 Aspects and 1/3 Houses and since the time only completely changes the Houses, I'd say you can still get a good read of someone's chart without them, although you can't tell what Signs/Aspects affects which section of their lives. You'll see though, if you go back to what you used to get Lana's chart info and move the time of birth to 3pm her rising sign should have moved into Libra or even Scorpio by then.

The rising sign is dependent on an accurate time of birth, as is the degree of the moon. The rising sign changes sign roughly every two hours and the moon moves into a new sign every 2.5 days. Also, without the time of birth it's not possible to know what planets are in what houses - for example; Sun in the 1st House is very different from Sun in the 7th House.
