I think it makes sense to look at the cop situation in the context of Lana's strained relationship with her mother. It's like a 16 year old slamming the door of their house yelling "YOU DON"T UNDERSTAND ME!!" at their parents and hopping into a bad boy's car, wind in their hair, feeling like they are the true captains of their life, a real grown-up, not following others' rules anymore.
