24 Hours is actually one of the oldest out of all 12 album tracks. She posted lyrics of it on her old Tumblr page in February 2012 - back when her debut album was still gonna be called Wild at Heart! I think they mean a performance video, she was singing the song at her shows ahead of release:

Lightning Bolts and Better Than Ur Last Thing were track 2 and 4 on the "punk EP" tracklist that she wanted to release after Sucker. Pretty sure this tracklist is an early idea/draft like the XCX3 one with What You Gonna Do Now and Daddy Knows…

You're right that the album was pretty much already finished by December. I'm pretty sure the recording date of it was confirmed somewhere so I wonder if Making Out is an early Paradise outtake

Wasn't Making Out confirmed to be recorded in December 2011? Born to Die came out in January 2012

I think there was also a tweet from 2018(?) where she said her first single was "pop-y" and involves a fire baptism. I gotta find the screenshot though since she deleted her account… but you can tell she's been planning this for a long time since the 2019 snippet video of Don't Forget is captioned saying that it'll be her next release.
