No, a belt is basically in laymans term "screaming singing". It does not have to be a note. A note is the location of the pitch. During Lana's belt, her voice waivers, meaning it is not a note. A note does not move up or down. A note is harder to preform than moving between notes, meaning what Lana did wasn't actually as impressive as what people say it was.
