Yes, the kind of '60s rock sound that "When I'm Looking at You" has is emblematic of The Powder Room material up to this point. Strictly speaking, though, I would not be stressing over how to delineate what songs belong to each project. A lot of the stuff that just leaked was written to be pitched to other artists and sold, making it a moot point to say whether it's The Powder Room or Cruel Youth, since it's technically neither.
