Like it or not, and I don’t like fracking, but she’s going for the Pennsylvania vote. Recall that Hillary made disparaging comments about putting coal miners out of business that really hurt her in the rust belt. 
 

Someone needs to come out and give a nuisance position when it comes to fracking, coal, gasoline, etc. You can acknowledge that these things are hurting the environment, but still come up with a plan to phase them out over time, rather than abruptly. By providing incentives to those who support green energy and create jobs/give training to those who will exit those industries.
