I never thought of the guy in TBD leaving her for another woman. When she says "under the spell of her weather" or whatever she is referencing herself in the third person? Only because she follows it with "I got you where I want you now", as is, on was her spell. Idk if that makes sense. But I also think you're correct, it could be about her being left for another woman.

Partially because he told a paparazzo that they were still together when she was publicly seeing Francesco? or something like that. My memory could be wrong, but I thought it may be a reference to her seeing a new guy before she'd officially broken up w/ her bf/fiancee of a few years. idk

We don't really know that Cactus is a Foo Fighters collab. They have performed the song at least two times since 1998. Unless LDR and Foo Fighters were registered as performers at the same time, (which we don't know), I would remain skeptical that a collab happened.
