I think the caveat here is that sometimes things DON'T get worked out in private, and that going public with it is essentially another tool in their arsenal.

Going "you haven't been budging on this issue for awhile now, so we'll see what happens when I do this", and gambling that the weight of public opinion will be enough to get something moving - that's an option that they have.
