It actually was like that if you look at the photoshoots for Grazia and Les Inrockuptibles that era  in fact this photoshoot really reminds me of these two!

Just had a response from yourcelebritymagazines (i ordered it from this site) and they did confirm there is only one cover, the one where she is standing. The other one is the digital cover.

I wouldn't be surprised if they just changed the hair concept while doing it on set because it doesn't even look like it

I made that comment because it clearly was inspired (and recreated) at one point then changed completely

How it looked in bts looks exactly like the reference photos

They obviously changed it mid-shoot - that's not bad or anything, it's just an observation.

 

I should also note that the Brooke Shields hair is exactly like the one in the shoot
