the way i see it, the song is about abundance and feeling wonderfully overwhelmed by it all. "billions" can refer to like, the number of feelings she feels about everything, or it can be used as like, feeling like a billionaire with how much you have or how much you feel. its honestly super horny but in a really transcendent and poetic way - imagine it kinda like this
