Essentially he's guaranteeing that companies that make TikTok available in the US won't be charged by Pam Bondi. So while they're technically "breaking the law" they also won't be charged.

I mean yes it’s technically breaking the law, but both Biden’s administration and Trump have said that they aren’t going to enforce the ban. Last night the Biden administration called this whole thing a stunt, and with the app going dark for barely 15 hours and coming back with an overwhelming “thank you Trump!!!” Message it seems like they were right

Apple isn't moving to add the apps back to the app store, even after the app has been restored and is functional again. They say on their website "Apple is obligated to follow the laws in the jurisdictions where it operates. Pursuant to the Protecting Americans from Foreign Adversary Controlled Applications Act, apps developed by ByteDance Ltd. and its subsidiaries — including TikTok, CapCut, Lemon8, and others — will no longer be available for download or updates on the App Store for users in the United States starting January 19, 2025." Interestingly, Apple is also not allowing for in app purchases.
