It’s a good guess that the album cover and lead single video was already shot so we’re gonna have blonde hair. 
 

She did the same thing with COTCC. It was more western sounding and she had blonde hair all summer and then did that live performance of LMLYLAW with dark hair.

It might be tbh, it just looks definitely on the darker side than it was previously, her face still looks framed with lighter blonde hair though
