I don't hear the Sex Rules comparison. Perhaps a TINY TIIIIIIINY bit but not even remotely close enough to consider. There are many songs that share much greater similarities. 

 

I feel ya. You really have to go look for the similarities. And then it's just a vibe or feeling, not actual melodic or production similarities.

Maybe they're in the same key or have similar chord progressions, idk…

I think the reason she's waiting so long to officially release it is because the album release isn't really set in stone, she just *hopes* March.

I don't think she wants another Stay Away, where the single's out literally years before the album.
