It can be, but again, it's more a convention than a real rule. Some drummers argue that a band can't have two drummers (one should be drummer, the other percussionist), while other people say there's no problem having two drummers if the band needs it. 'Percussionist' doesn't really give us a definite idea of which instruments are involved or not involved.
